Dear colleagues, dear Ukrainians, we are beginning the meeting of the government of Ukraine.
Every day, every hour, every minute, Ukraine fights for freedom, for a just and lasting peace, for the lives and security of our people. We have a clear understanding of how to achieve this goal. President of Ukraine Volodymyr Zelensky has presented it in the victory plan: security guarantees, frontline support, a deterrence package, the use of Ukraine’s strategic economic potential, and post-war protection of Europe. All these points must work together to bring results.
Soon, Ukraine will take an important step in implementing this victory plan by signing an agreement with the USA to establish a reconstruction investment fund. As a result of negotiations, this agreement has significantly improved: it no longer includes a $500 billion debt or any other, nor the unfair clause requiring Ukraine to return $2 for every $1 of new aid. The unfair provision that the fund would belong solely to America has also been removed. Now, the agreement concerns joint ownership of the fund by both Ukraine and America.
In total, Ukraine will have six key positions:
- Ukraine and the USA will create a reconstruction investment fund, which will be jointly owned and managed by the governments of both countries.
- Ukraine’s subsoil resources and natural assets will remain Ukrainian and will not be transferred to the ownership of the USA or anyone else.
- Ukraine will contribute 50% of future revenues from its natural resource assets to the fund.
- The USA will contribute to the fund in the form of funds, financial instruments, and other assets critical for Ukraine’s reconstruction.
- The funds accumulated by the fund will be invested exclusively in Ukraine’s reconstruction projects, effectively making it a fund for future generations of Ukrainians.
- Another important aspect: the agreement takes into account Ukraine’s commitments within the European integration process, ensuring that there are no contradictions or conflicts with our EU integration obligations.
Thus, as a result of signing this agreement, Ukraine gains a double benefit. We attract American investments and technologies for the country’s reconstruction while accumulating resources for implementing strategic projects that will improve the well-being of every Ukrainian.
Today, the government is making the necessary decisions to sign the agreement between Ukraine and the USA.
