Zelensky on the agreement with the USA regarding minerals: The main thing is that we are not debtors

President Volodymyr Zelensky confirmed that Ukraine and the USA have agreed on a framework deal regarding minerals.

He shared this information during a press conference, as reported by RBC-Ukraine and Suspilne.

“The main thing for me was that we are not debtors, despite what is being reported in the media. The agreement does not contain a $500 billion debt, nor $350 billion, nor $100 billion. That would have been unfair to us,” the president stated.

At the same time, he noted that the next agreement (on a joint fund) would be “more serious and more complex.”

The president also added that the deal does not include all the security guarantees Ukraine had hoped for but mentioned: “I wanted there to be at least one sentence about guarantees, and it is included in the framework agreement, in paragraph 10.”

The agreement with the USA regarding minerals

The publication “European Truth” has published the full text of the framework agreement on minerals between Ukraine and the USA.

Ukraine and the USA are to establish a joint Reconstruction Investment Fund. The fund will be jointly managed by both parties. The agreement stipulates that neither participant in the agreement will sell, transfer, or otherwise directly or indirectly alienate any part of its share in the fund without the prior written consent of the other participant.

It is expected that Ukraine will contribute 50% of all proceeds from the future monetization of its natural assets owned by the state of Kyiv to the fund.

In addition, the US government supports Ukraine’s efforts to obtain the security guarantees necessary to establish lasting peace. As stated in the agreement, the participants will seek to determine any necessary steps to protect mutual investments, as outlined in the agreement about the fund.

According to US President Donald Trump, President of Ukraine Volodymyr Zelensky, along with his delegation, may visit Washington on February 28 to sign the agreement on minerals.
