Monitoring Group of the BlackSeaNews Editorial Team and the Institute for Black Sea Strategic Studies

The Monitoring Group of the Institute for Black Sea Strategic Studies and the editorial team of BlackSeaNews, based on the results of their own monitoring, are publishing a database titled “Russian Missile Strikes and Drone Attacks on the Ports of Greater Odesa in 2025.”

Abbreviations and notes:

TOT – Temporarily Occupied Territory

OTMS – Operational-Tactical Missile System

UAV – Unmanned Aerial Vehicle

BM – Ballistic Missile

SLCM – Sea-Launched Cruise Missile

AShM – Anti-Ship Missile

STP – Sea Trade Port

Data for analysis was sourced from the official channel of the Air Force Command of the Armed Forces of Ukraine and from the official channels of the local authorities of Odesa and the Odesa region.

Between January and March 2025, the Russian armed forces carried out at least 35 attacks using various types of missiles and UAVs targeting the ports of Greater Odesa, as well as the energy and industrial infrastructure of the Odesa region near the ports — an average of one attack every three days. These attacks were launched from the TOT of the Autonomous Republic of Crimea, the TOT of southern mainland Ukraine, and from the territory of the Russian Federation.

  • At least 14 missile attacks of various types (March – 3; February – 6; January – 5)
  • At least 23 attacks using strike UAVs and decoy drones of the “Shahed-136/131,” Geran/Herbera types, etc. (March – 11; February – 9; January – 3)

*The total number of attacks using different types of weapons may exceed the overall number of attacks, as a single attack could involve both missiles and UAVs simultaneously.

In January–February 2025, a total of at least 35 attacks were carried out: March – 14; February – 14; January – 7.

Between January and March 2025, the Russian armed forces used the following weapons for missile and other strikes on the ports of Greater Odesa (Odesa Sea Trade Port, Pivdennyi Port, and Chornomorsk Port):

  • At least 11 Iskander ballistic and cruise missiles (March – 2; February – 5; January – 4)
  • At least 5 Kh-59/Kh-69 air-launched cruise missiles (March – 0; February – 1; January – 4)
  • At least 6 Kh-31P anti-radiation missiles (March – 0; February – 4; January – 2)
  • At least 1 Kalibr SLCM (Not recorded in January–February)
  • The number of strike UAVs used in port attacks is not precisely recorded, but estimates suggest between 5 to 20 or more drones per attack, totaling approximately 150 to 200 UAVs since the beginning of the year.

Primary launch sites for strikes on port infrastructure:

  • Missile attacks were launched from the temporarily occupied territory (TOT) of the Autonomous Republic of Crimea (ballistic missiles) and the eastern part of the Black Sea (sea-launched cruise missiles, SLCMs).
  • UAV attacks originated from border regions of the Russian Federation, including the use of TOT of Crimea.

From January to March 2025, a total of 10 naval mines were neutralized in the Odesa region using controlled detonation:

  • March – 7
  • February – 1
  • January – 2

During the same period, 2 attacks on civilian vessels were recorded, resulting in 3 damaged ships, civilian fatalities, and damage to port infrastructure. All vessels were struck by Iskander-M ballistic missiles at the Odesa Sea Trade Port (STP):

  • March 1, 2025 – bulk carrier SUPER SARKAS (flag: Sierra Leone) and container ship MSC LEVANTE F (flag: Panama)
  • March 11, 2025 – bulk carrier MJ Pinar (flag: Barbados); 4 crew members killed

From January to March 2025, a total of 659 ship calls were recorded at the three ports of Odesa involved in the “export corridor” operations:

Podilskyi district of Odesa region borders on the Republic of Moldova (more precisely, on the so-called “PMR”) in the west.

Also, it is likely that the Kalibr missile did not have a specific target in the north of Odesa region, but was shot down in a transit region while moving from the Black Sea coast towards the northern or western regions. On that day, 8 MRLS were launched and shot down over different regions.

Attacked region: Odesa, Odesa Oblast.

Weapon used: “Shahed-136” strike drones and imitator drones.

Targets: Port infrastructure, critical infrastructure, energy, and civilian infrastructure, including Odesa Sea Trade Port (STP).

Consequences:
From 22:00 to 23:30, Russian forces carried out a massive drone attack on Odesa. The strikes targeted civilian infrastructure, leading to powerful fires in three locations. There were local emergency power outages in the Primorsky, Peresyp, and Kyivsky districts of the city. Damaged and destroyed buildings include two shopping centers, a number of shops, a car service station, a car dealership, warehouse facilities of a private enterprise, a hypermarket building, and private vehicles. Three people were injured, including minors. Damage occurred in Odesa, Odesa district, and Bilhorod-Dnistrovskyi district.

Additionally, the Taivro Cemetery was damaged, with dozens of graves destroyed. Several large enterprises were affected, including Romstal Ukraine. For example, a car dealership with an area of about 1,000 square meters was destroyed along with all the vehicles inside. Romstal’s newly opened store in Odesa was also hit, with the explosion causing the building to collapse, destroying the store and its products (heating equipment, boilers, radiators, faucets).

NEW TACTICS OF DRONE STRIKES – Terror against Civilians: The attack was called one of the most massive attacks on Odesa. Military experts emphasized that the Russians used a new tactic: in addition to accumulating drones in the sea, they launch UAVs at an altitude of more than 2 km, where it is almost impossible to shoot them down. From an altitude of 2 km, the drone descends sharply and enters the target, which greatly affects accuracy. The key goal is to indiscriminately destroy and intimidate civilians.

28.03.2025

Attacked region: Odesa, Odesa District, Myzhlymanske Village.

Weapon used: “Shahed-136” strike drones and imitator drones.

Targets: Likely Odesa Sea Trade Port (STP), critical infrastructure.
