Official: Zelensky has imposed sanctions on Poroshenko, Kolomoisky, Boholiubov, Zhevago, and Medvedchuk
The National Security and Defense Council, during a meeting on February 12, imposed indefinite sanctions on the leader of the opposition faction European Solidarity, Petro Poroshenko, as well as businessmen Ihor Kolomoisky, Kostyantyn Zhevago, Hennadiy Boholiubov, and former MP-turned-traitor Viktor Medvedchuk.
Forbes Ukraine was the first to report this, citing a source within the leadership of Servant of the People. Later, the President’s Office officially published Presidential Decree No. 81/2025, confirming the imposition of these restrictions.
The sanctions include the revocation of state awards, asset freezes, a complete halt to trade operations, prevention of capital outflows from Ukraine, a ban on participation in the privatization of state property, a prohibition on acquiring land ownership, and other restrictions.
According to the decree, sanctions against Kolomoisky, Zhevago, Boholiubov, Medvedchuk, and Ukraine’s fifth president, Petro Poroshenko, have been imposed indefinitely.
Ihor Kolomoisky is suspected of fraud, embezzlement of PrivatBank funds, and orchestrating a contract killing in 2003. He has been formally charged in multiple cases.
At the end of September 2019, investigators from the State Bureau of Investigations (SBI) issued an in-absentia suspicion notice to former MP Kostyantyn Zhevago in a case involving the embezzlement of 2.5 billion UAH from Finance and Credit Bank. In July 2021, Interpol placed Zhevago on an international wanted list. On December 28, 2022, at Ukraine’s request, he was arrested at the French ski resort of Courchevel.
On July 9, the SBI announced suspicion against former PrivatBank co-owner and businessman Hennadiy Boholiubov, who had illegally left Ukraine. Law enforcement determined that Boholiubov exited the country using an invalid Ukrainian passport, which physically remained in Ukraine and had never been used abroad.
At the time, Boholiubov’s press service confirmed that he had left Ukraine but insisted that he had done so legally. In September, a court ruled to arrest Boholiubov in absentia.
Viktor Medvedchuk was detained on April 12, 2022, after escaping house arrest at the start of Russia’s full-scale invasion on February 24. In 2021, Ukraine’s security service brought multiple charges against him, including high treason, aiding a terrorist organization, and attempting to plunder national resources in Russian-occupied Crimea.
On September 21, 2022, as part of a prisoner exchange with Russia, Ukraine secured the release of 215 Ukrainian servicemen, including 10 foreign fighters. In return, Moscow received Viktor Medvedchuk and 55 Russian occupiers.
The Security Service of Ukraine (SBU) explained that the proposal to impose sanctions was submitted to the National Security and Defense Council (NSDC) due to the threats these individuals pose to national security, territorial integrity, and Ukraine’s sovereignty, as well as their role in obstructing sustainable economic development.
“Most of them are already subjects of criminal investigations conducted by the Security Service of Ukraine or other law enforcement and anti-corruption agencies,” the SBU stated.
As previously reported, on February 12, the NSDC decided to impose sanctions on Ukraine’s fifth president, MP, and leader of European Solidarity, Petro Poroshenko. He later confirmed this information.
