The text of the agreement with the U.S. will be reviewed today, it is directly linked to security guarantees, – Shmyhal

Prime Minister of Ukraine Denys Shmyhal announced that the government will review the text of the agreement with the United States today.

He made this statement during a telethon broadcast, Censor.NET reports.

“As of today, this agreement is called the ‘Agreement on Establishing the Rules and Conditions of the Ukraine Reconstruction Investment Fund.’ Essentially, it is a preliminary agreement with legal effect. It envisions the future creation of an investment fund for Ukraine’s reconstruction, where Ukraine and the U.S. will manage and finance the fund on equal terms,” the prime minister said.

According to Shmyhal, the agreement is directly linked to security guarantees. Neither the president nor the Cabinet of Ministers will consider or sign this agreement separately from Ukraine’s security guarantees.

“The agreement is linked to security guarantees. In this preliminary agreement, paragraph 10 states that this agreement on the fund is an integral part of the architecture of bilateral and multilateral agreements, as well as specific steps to establish lasting peace, strengthen economic and security resilience, and reflect the objectives set out in the preamble to this agreement. The U.S. government supports Ukraine’s efforts to secure the necessary security guarantees for establishing lasting peace,” he explained.

The Prime Minister added that the Cabinet of Ministers will review the text of the agreement with the U.S. today.

Agreement on minerals with the U.S.

Recall that Trump stated he wanted to sign a $500 billion agreement with Ukrainian President Volodymyr Zelensky regarding access to rare earth resources and natural gas in Ukraine in exchange for security guarantees in any potential peace settlement.

President Zelensky stated that the agreement with the U.S. on minerals would be signed at the ministerial level when ready and under the condition of security guarantees. Currently, this document is not ready to protect Ukraine’s interests.

Later, Trump said that Ukraine had disrupted the agreement on rare earth metals. The agreement was necessary for the U.S. to recover the funds spent on supporting Ukraine.

The administration of U.S. President Donald Trump sent Ukraine an “improved” draft agreement on minerals that “complies with Ukrainian legislation.”

President Volodymyr Zelensky stated that if the U.S. wanted specific figures in the minerals agreement, according to Ukrainian law, ratification by the Verkhovna Rada would be required.

On February 25, Financial Times reported that Ukraine and the U.S. had agreed on the terms of the minerals deal, and the document is ready to be signed in Kyiv.
