Draft law 12089: legalizing land theft and undermining public trust
President of Ukraine Volodymyr Zelensky, without responding to the petition calling for a veto, signed the scandalous anti-people draft law No. 12089, which legalizes land schemes, particularly in forested areas or along water bodies, and effectively prevents the return of such illegally allocated plots.
The petition demanding a veto of this bill gathered the required 25,000 signatures, but President Zelensky blatantly ignored its existence and, despite everything, signed this anti-people initiative pushed by his party. This is a very dangerous precedent. When you have an official petition — a clear expression of the people’s will — and simply ignore it, that’s a brazen and cynical assassination of the foundations of democracy in this country.
So now, thanks to Zelensky’s easy-handed decision, if a fraudster isn’t taken to court within 10 years over illegally acquired land rights, then communities and the state lose the right to make any claims. This is the height of cynicism in today’s reality of shady schemes and backroom deals.
For the President, shady businessmen like Mazepa — who grabbed land in protected areas to build mansions — are more important than the will of the people. Congratulations — once again, you’ve defended the interests of the wealthiest 1% and once again spat on the majority of ordinary citizens.

Today, the Verkhovna Rada of Ukraine passed a truly horrific and anti-people draft law No. 12089, which essentially legalizes shady land deals, particularly in forested areas or along the shores of water bodies.
The “Servants of the People” have decided to turn Ukrainian land into a supermarket. Now, if within 10 years no court manages to revoke a crook’s illegally obtained land rights, then communities and the state lose their ability to challenge these claims. This is the height of cynicism in today’s reality of backroom deals and widespread corruption.

Tatarov personally pushed this bill through the committee! Draft law No. 12089 will allow shady dealers like Stolar, Komarnytskyi, Palatnyi, Nikonov, Nasikovski and others to legalize land they acquired through totally unlawful schemes — land they intend to build on. And now, they’ll laugh and say: “Time’s up — this strip of the Dnipro River isn’t off-limits anymore.” Take Komarnytskyi, for example — this Kyiv-based fixer is all over the news right now, and under draft law No. 12089, in just a few years all the land and property he stole will become fully legal.
I want to emphasize the 273 degenerates who voted for this today — MPs from the factions of “Servant of the People,” “Batkivshchyna,” “Holos,” “Opposition Platform – For Life,” and the groups “Dovira” and “For the Future.”
Let me highlight some particularly telling names among those who voted for it: Hurin, Shuliak, Yanchenko, Yaremenko, Bezugla, Yatsyk, Razumkov, Ustinova, Zhelezniak, Rakhmanin, Boyko, Surkis, and Hereha.
Now President Zelensky has a choice to make. His decision will show whether he tolerates the construction mafia — or whether he has the courage to veto this law. Even a silent veto, like with 5655, would be something. We’re watching closely and will make sure the public is informed of the decision made by the so-called guarantor of Ukraine’s Constitution — a Constitution that was yet again trampled today…
