Mobile Field Hospital General Information Sheet

The Mobile Field Hospital (MFH) owned by the State of California is a very robust asset
capable of providing tremendous support following a large scale emergency. However,
transporting, setting up, staffing, and coordinating the needed wrap around services is a
tremendous undertaking.
To assist with determining the practicality of deploying a MFH, the major attributes and
services required for operation are listed below.
The MFH has the following attributes:
1. The MFH requires 232 x 353 feet of set-up space, plus additional space for
parking, helicopter landing zone, and security perimeter. Total space needed is
approximately two football fields. This footprint includes the MFH, catering,
showers, staff billeting, bathrooms, and support services.
2. The MFH includes 40 medical shelters with a mix of 20’ x 40’ and 20’ x 32’ tents.
3. The MFH is transported on eighteen 53’ flatbed trailer trucks and two 53’ box
trailer trucks, or large military fixed or rotary wing aircraft. The transportation
means must be determined before the decision to deploy.
4. The MFH includes the physical materiel necessary to constitute a hospital.
Personnel, management, and other components must be deployed in parallel.
5. The MFH 200-bed facility includes:
a. 20 Emergency Department beds

b. 20 Intensive Care beds (doubling as pre-op and post-anesthetic care
beds)
c. 2 Operating Room suites designed for trauma surgery, general surgery
OB/GYN, and limited neuro-vascular cases
d. 170 nursing unit (ward) beds
e. 10 reverse isolation beds
f. Point of Care lab testing (I-STAT)

g. Digital x-ray system
h. Seven 125 KW generators

6. Each medical shelter has its own 5,000 BTU HVAC unit (total of 40) that are
capable of maintaining constant and very comfortable temperatures in all
weather conditions.
7. The MFH’s lab can perform blood gas, basic chemistry and hematology, and
cardiac marker tests.
8. The MFH comes with two complete sets of disposable laundry (including pillows).
After those sets are used up, resupply will be needed.
Services needed for operation:
1. Transportation – Trucking services are required to transport the MFH to the Port
of Embarkation for airlift. As previously mentioned, approximately eighteen 53’
flatbed trucks and two box vans (for items not suitable for movement on a
flatbed) are needed. For transport, one MFH consists of:
• 119 Orbits Containers
• 82 Large Coffin Containers
• 8 Small Coffin Containers
• 7 Generators (125 kw)
• 1 Generator (25 kw)
• 1 Barn Door Frame (30×50)
• 50 Oxygen H-Cylinders
• 20 Nitrous H-Cylinders
• 2 Emergency Deployable Oxygen Concentrators
• 42 HVAC Units
• Miscellaneous Items
2. MFH Site Selection – the site must be as level as possible. Consider drainage,
nearby terrain, debris and fixtures such as light standards. Asphalt and gravel are
the best type of surface to use. Consider setting up the MFH on a dirt surface as
a last resort. Also, the site must provide for ingress and egress of 53 ft. flatbeds
and all other service vehicles.
3. MFH Setup – initial setup of the MFH will need to be coordinated as well as the
movement and placement of services vendors. To properly setup the MFH a
trained crew of approximately 15 staff is needed.
4. Staffing – The number of medical staff needed largely depends on the mission of
the MFH. As an example, the State of California would initially staff a 50 bed
MFH utilizing a trained 45 member Specialized California Medical Assistance
team (SP-CAL-MAT), augmented with registered healthcare volunteers. Also, a
team of approximately 40 members would be needed to assist with managing
resupplies, communications, and other periphery functions. For a complete 200
bed MFH operation, the number of needed staff could reach approximately 300
(150 staff working two 12 hour shifts).
5. Food – mobile catering services would need to be established to provide meals
for staff and patients.
6. Toilets, Showers, and Laundry – recommend showers be provided at a rate of 1
shower head per 15 occupants, or a total of 20 heads assuming 300 persons per
MFH. Recommend restrooms be provided at a rate of 1 toilet per 15 persons, for
a total of 20 heads assuming 300 occupants per MFH. Recommend laundry units
be provided at a rate of 1 washer & dryer per each 50 persons. Laundry can be
self-service or full service.
7. Housekeeping/Environmental Services – the MFH does not include housekeeping
services or supplies.
8. Waste Water Removal – wastewater can either be pumped into a local sewer
system or stored in bladders and trucked to an off-site treatment center via
vacuum trucks. Tank sizes can vary from 500 gallons to 2,000 gallons.
9. Diesel Fuel – recommend tanker truck delivery on a daily schedule. When
operating at maximum capacity, it is estimated that one MFH may consume as
much as 1300 gallons of diesel fuel per day.
10.Oxygen – an initial supply of 50 H-cylinders of oxygen will be delivered with the
MFH equipment, providing approximately 345,000 liters of oxygen. In addition,
the MFH has two Emergency Deployable Oxygen Concentrators, which are
capable of refilling 25 cylinders at 2,000 psi every 24 hours. Depending on
oxygen requirements, a delivery service may need to be coordinated to swap
empty cylinders for full, up to a maximum of 50 H-cylinders per day.
11.Waste Disposal – a waste disposal service will need to be arranged, with
dumpsters positioned at the setup site prior to commencement of operations. The
frequency of disposal by the service provider should match the need generated
by MFH operations.
12.Medical (biohazard) waste – a weekly medical waste pickup service would need
to be established.
13.Pharmaceuticals – pharmaceuticals are not kept in supply, just in time ordering
will be required.
14.Clinical Staff Training – Orientation to MFH equipment and hospital policy and
procedures will range from 2 to 16 hours depending upon staff familiarity with
equipment and your training requirements on hospital functions.
The MFH does not contain Morgue or Blood Bank facilities and is not equipped to
provide decontamination of patients.

Services Authority has not had a funding source for the MFH over the past couple of
years. The consequence of not having a funding source for the MFH program is the biomedical
equipment has not had its service and maintenance check done the past two
years and all bio-medical equipment is in need of battery replacement. The equipment
will still function as long as there is a power source. If the MFH suffers a power loses
